I did have intermittent problems when just clicking on the links on the 
webpage. However, I had consistent success and have been able to download 
more than thirty of the re****ts using Internet Explorer by opening up the 
ftp folder that is referenced by those links:

ftp://ftp.inf.ethz.ch/pub/publications/tech-re****ts/1xx
