It is time for another database. The BDE has been deprecated by
Borland, meaning no more development. The problem you have with the
missing file has nothing to do with Delphi.
There are so many commercial programs which use the BDE that I don't
see it going away anytime soon.

The MergeModule will give you the files to allow Install****eld or Wise
to make an install package which works with the Microsoft
install/uninstall software [MSI]
