Const variables already exists (typed constants) in delphi, so do const
methods (called class methods).

I can imagine a use for Volatile, the rest seems overly complex, and not
about solving a problem.

However volatile doesn't need to be in language maybe, a compiler
directive
would be good enough I think, since typical code is usually quite lowlevel
and OS/compiler specific anyway.
