In an indirect way there was a vote on this issue. We could have
voted to be moderated. That was declined (and indeed, I would have
resigned as newsgroup creator if it had been so voted).

I think you have registered your complaint about the matter. I would
suggest you discuss in terms of reducing the frequency of the posting,
instead of outright elimination.

The (unmoderated) newsgroups are a cooperative venture. There is no
real policing power, we declined it. I'd entertain a vote on an
automatic moderator* (which didn't exist when this newsgroup was
created). If you are serious, you would need to get an informal vote
going on that, and appoint someone to run the retromoderator.

* - As used in comp.asm.x86, automatic moderation is a program that
automatically forwards postings immediately. This gives a newsgroup
the immediate nature of a standard newsgroup, but allows individual
abusers, postings with excessive bad language, and spamers and ads
to be automatically filtered out.
