An interesting alternative, though not quite in Windows itself - run
your application using GT.M for free inside a VMWare Linux virtual
machine running inside a Windows machine. See the link on our home
page at www.mgateway.com for our EWD Virtual Appliance which may give
you some ideas on how you can use VMWare and GT.M to produce pre-built
systems that a user just fires up and run without any configuration or
installation. Nothing to pay for, nothing to license, and able to run
in anything for which VMWare provide their free player (most Windows,
Linuxes, Unix and OS/X).
