For what is the JAVA_LIBRARY_PATH environment variable?

As far as I know I have to set this environment variable to the
".....\jvm.dll".
Is this correct?

For what purpose is this ENV Var?

Why do most of the java programs work altough I did NOT set this env
variable ?
