Specs are created for language lawyers. It is a one-upman****p game.
They don't WANT "ordinary" people understanding the wording. They
imagine this convoluted language is more precise and proves their
superiority.
Such language is hardly a model to use for exposition.
I once had a job do***enting a very complicated computer program for
solving differential equations that predicted the flow of pollutants
in rivers and soils. I dawned on me that the mathematical technique
was equivalent to putting little boats into a river and measuring
diffusion of pollutants relative to each little boat. The author
insisted I remove this intuitive explanation because it made the whole
thing too simple, comprehensible and obvious.
