It turns out such a thing exists, but is proprietary and not well
known.
The idea is to harness all the spare bandwidth on personal wireless
LANs for cell phones and laptops. People with wireless LANs open up
part of their bandwidth to the public to use in return for a fee.
People with laptops can get fast Internet access anywhere in range of
somebody's LAN, even if they have never met that person.
The technical difficulties are providing privacy for both the wireless
user and the LAN owner, and managing the billing in a non-proprietary
way.
