I guess you need to replace the ID every 5 years or so to upgrade the
technology.  Hopefully you can keep abreast of cracking technology.
Perhaps you can just replace the cards, and mail them out.  Ideally
they would be useless to anyone but the assigned owner.  You might be
able to revoke cards with a central database.
