The problem is the demand is exploding, and there is only so much air
bandwidth.  To exploit it more efficiently, they must somehow create
more broadcast stations with lower power.  It seems to me the easiest
way two to do that is just to get people with wireless LANs to sign up
to sell their excess bandwidth.
