how to display shape file in a windows

hello everyone

i have some picture made by IDL, i know the lat/lon in four corner and
projection method. now i want to use a shape file to overlap on it to
make it more easy to analysis. what can i can.

i know how to do it in envi batch mode, but i want to use it in idl
way.
