There was a compiler project for Icon some time ago, it's not been
officially
sup****ted for a few years now. Both icon and unicon have interpreters
these
days. As far as rapid application development goes, icon is quite well
suited.

Since I have some experience, both with Icon and with web application 
development, though, I should warn:
most serious development these days is no longer done through CGI scripts.
All major languages with web sup****t have some kind of embedding within
the web server, or some major framework. php started life as such an
embedding, perl has mod_perl, HTML::Mason, Template Toolkit, Catalyst, and
others, python has zope, and plone, Java has jakarta, struts, web
services.
Smalltalk has seaside.

If you want to write simple cgi scripts, icon should be ideal, but as soon
as you're going to want to do fast/more complex stuff, it won't help you
for anything. So it depends a lot on what you actually want to do.
