Nothing in the Fortran standard specifies that. It is the most usual
implementation choice, but it is not required by the standard. Compiler
"features" that try to do what the compiler guessed the user meant
instead of what he actually specified have sometimes been rationalized
as cases of appeninding non-zero bits in such a conversion.
