It was somebody quoting jokes on Raster. The relevant one went:

  "Raster keeps abandoning and/or rewriting his projects because:
  
    a) He has attention deficit disorder
    b) He can't read his own code after 3 months
    c) Everybody else can't read his code after 3 months of trying
    d) He thought he was making cheesecake
    e) He is secretly CowboyNeal"

If he keeps optimising, of course he'll keep starting over rather than
maintain compatibility with inferior approaches. Kind of like Chuck
does.
