If you are using the VERY old (and no longer sup****ted) Microsoft branded
not 
Micro Focus) COMPILER, then what you need to do is compile with (DO NOT
USE SET 
statements, but use directives with the compiler):

 NOFM,COBOL370, FLAG(COBOL370),FLAGAS(S)

P.S.  What makes you think that using a PC compiler from 15 years ago will
help 
you find out about COBOL capabilities today on an IBM mainframe.
