It depends on what he wants verified.   Does he want to make sure it
is numeric?   Does he want to make sure that it is of someone who is
alive at a particular date?

Sometimes too tight of a test will need to be re-written as the rules
change.   Certainly I have gotten web sites telling me that 80026-2895
is not a valid zip code.   That's because the web master included an
edit that is hasn't been valid since he was in grade school.
