Well, if you are writing for Intel chips, I know Intel makes that info 
available to the public. Best guess is to start at Intel's web site. And
I'm 
sure other chip people make similar information available.. after all, if 
nobody knows the opcodes and behavior of the chips, it's probably going to

be really, really tough to sell any of them.

But as was stated, "how" the RM-COBOL compiler USES those various opcodes
to 
implement specific COBOL verbs would be highly proprieatary... after all, 
that's exactly what any compiler does , its very "reason to exist" in the 
first place.
