The individual.
There is one other in your mythology who is at least as well qualified
as god to define moral codes: Satan.
If you like, you might consider god's moral code to be the way of
organised society and Satan's moral code to be that which applies
where there is no societal application of moral codes. However,
continuing in this vein, I would view that Satan's law is universal
and that god's law is only a small sub set of Satan's.
