Each application that starts, gets its own copy of its parent's
environment.  Like a function receiving parameters "ByValue".

If the child process attempts to change its parent's environment, a
real operating system would block the attempt.  DOS laid on top of
WinDoze is not a real operating system, so it is possible for one
process to "contaminate" another's allocated memory.  Which is
(probably) largely why Micro$haft has been chopping off bits of DOS
over the years...

As to why the programmer is smarter than the people that administer /
configure individual  machines, and can decide to scatter temporary
files all over one or more hard drives, that is not up to me.
