I think what Geoff means is that something has broken in the CA_LIC
folder. 
Rename your CA_LIC folder and if CAVO still behaves the same way, then it
is 
likely to be something inside that folder that is missing/bust.

Thanks Geoff, I had considered that.  But I'd rather understand and
repair the problem than spend $400 US to upgrade, with no guarantee
that my repository will survive...
