Getting Oracle Could Not Be Found

Have a new computer that I am trying to access a Clarion application
using Oracle tables.  I've installed both the Management and Client
Oracle software on the computer and am able to access the tables via
the Enterprise Manager and via standard ODBC.  However, I get "File
could not be opened.  Error: Oracle cound not be found(1)" when
running the application.

My version of Clarion is 5.5 and Oracle is 9i.
