Best for what?
Seriously, if you have some specific need that you can explain, then do
so. Probably more effectively in microsoft.public.vs.utilities than here.
If you are learning to program on Windows and just want to get "the
best" tools, then starting with Visual C++ Express will provide the
gentlest learning curve.
