This ends up being a Debian Linux question rather than a C question.
You probably have the gsl runtime package but not the development
package. I'm not familiar with Debian but most distros split
packages that way: a runtime with libraries, for other programs
that use the package, and a separate package for the header files
in case you want to compile your own programs.
