Actually neither of those pieces of C code output anything.
In C, the value stored in cout, which has to have been declared
previously, gets ****fted by the amount in the variables i and j
and the result is then discarded.  You should ask C++ questions
in a C++ newsgroup, or change the code to C if you ask in this one.

Anyway, == is not the same as = so why would you expect the
same result?

Also, the first example has undefined behavior, since you
examine the value of j before it has received a definite value.
