Preprocessing is a phase of translation.

The user is well served by reading 2.1 of the standard.
What we normally ascribe to the preprocessor are typically
the first four steps.  "Compilation" the next few, and
"Linking" last couple.

The fact that many preprocessors leave a human readable intermediate 
before the later translation steps, is purely coincidental.
