This line calls base(const char) constructor and that is the correct
behaviour. This sytanx means that object b1 is initialized with
value 'x'. It's equivalent to:

base b1('x');

BTW. The same two methods of initialization can also be used for
build-in type:

int i = 1;
int j(2);

What you say is true, but for an assignment operator. For example:

base b;
b = 'x'; // tem****ary base object created from 'x' and copied into b
