User-defined literals receive a C-string.
That's a fairly inefficient design, of course.

None really.
It just seems people working on the standard are not that interested
in compile-time computation.
Ideally, strings should be manipulable at compile-time as easily as at
runtime. There are so many uses to this (especially for parser
generators and the like).
