Yes, and he can obtain QBASIC free from Microsoft by downloading the
self extracting archive olddos.exe from the following link, running it
and copying the two QBASIC.* files:

Or, if he really wants a compiler, he can download FreeBASIC or other
free BASIC compiler that's compatible with 1980's BASIC code.
I've used dozens of programming languages professionally since 1968,
and have used one or another flavor of BASIC virtually every day since
1975, and it beats me why anyone would *want* to program using crude
line number editors when WYSIWYG editors abound, even if one has a
thing for line numbers, which I also don't understand. Anyone remember
the old DOS editor EDLIN? It seems to me that one would have to be a
masochist to want such an interface when infinitely superior intuitive
WYSIWYG editors are readily available, even GUI editors with colors
and fonts to highlight different BASIC syntactical elements. :-)
I have fond memories of using the Apple II in the late 70's and early
80's. In the 90's I swapped an extra MS-DOS PC I had laying around for
an Apple IIe used by my church's school. After a few hours playing with
the Apple and the agregiously slow floppy drives, I realized there's
no going back, and it went into a closet. Vastly faster CPUs and hard
drives, more memory, better graphics, more powerful software, had so
spoiled me, the experience just wasn't the same, even 15 years ago. :-)
