I would hope not. Presumably they do all their calculations in
something like UTC and only convert to 'local' time as the very last
step. Given that airline schedules are prepared so far in advance,
it's entirely possible that the countries concerned won't even have
announced whether, and between what dates, daylight saving time will
apply. Just such a situation occurred recently in parts of Argentina:
the decision to advance clocks on 30th December 2007 was announced
officially only nine days beforehand!
