They were accepted into the States as legal immigrants. Unless and
until it is proved that they had committed some relevant fraud that
made their immigration applications invalid, their status *was* that
of legal immigrants.
Incidentally, I was born in Europe, and have travelled in Europe,
Asia, Africa, and South America, as well as North America. This time
next month, I'll be in Africa.
