were you thinking of going with ASCII-based Unicode or EBCDIC Unicode?

life should be a little easier now because, from Day One, Unicode aimed 
to provide complete round-trip conversion for all existing 8-bit 
standards, so conversions from Code_A to Code_B can now be done via
Unicode

there's a shedload of codecs out there to do that sort of thing --  I 
think many of them come from ICU ( http://www.icu-project.org/
)
