Yes on both counts.  You could do it all on Linux, but scalability
wouldn't be seamless.  ISPs sell virtual machine accounts on fairly
powerful shared Linux boxes with specified resource allocations (CPU,
RAM, disc, network bandwidth).  They ensure that your virtual machine
keeps running, but you administer your virtual machine.  When you
outgrow your allocation you can increase it or move to a dedicated
box.  If you outgrow that, you might move to multiple boxes, clustered
or distributed.  You can run Linux VMs on mainframes, so you could
eventually move there.

What I was thinking of was more like Google's App Engine (http://
code.google.com/appengine/docs/whatisgoogleappengine.html), but base
upon APL rather than Python.
