I think that Unicode will mend some of the problems with the
charactersets.
It will take some time though and it may be a long journey.

On the positive side is that APL is still around and has enthusiastic
followers.

For all of the APLs I think it may be a problem that the sport of
writing very terse code may scare off people.

Books with easy very well documented examples would go a long way of
getting new users.

Examples of doing easy things communicating with the rest of the world
would help newcomers.

Dialog is working on doing just that and in J there are already quite
a lot of good demos and labs but there is always room for more.
