Given the Package Manager retrieves and installs packages over the
internet I would have said that it exists on online. However I suspect
you are asking if there is a web page you can use to access the
library of addons. If that is the case I'd suggest this page as a
starting
point

All the addons are hosted/maintained using the Subversion source
management system so the source and packages can also be browsed and
downloaded directly (although much less conveniently IMO) from their
appropriate web page in the SVN repository.
