How do you define "finished"? Does it take 20 times less to write the
specification, to test the application, to write the user manual, to
deploy the training programme etc.? My guess is that all these
activities take the same length of time irrespective of what language
the application is written in.

I might concede that an APL application is 10 times shorter in terms
of lines of code as demonstrated by samples which compare APL with
other languages. The industry is not interested in quick delivery; it
is interested in timely delivery, rapid response to code problems,
responsiveness to demands for new functionality, and inter-application
data acquisition/transfer (where APL is found lacking) is taken for
granted.

Everything else you mention simply confirm that bad management is a
fact of life: the net effect  is the samer whether you are in the
world of APL or another language.
