If I understand scrum correctly then it is a way of controlling work
with changing or making code.
A major part of it is to take easily understood parts and finish it
quickly or at least in ordered manner.
A big project broken down into smaller tasks and each task finished
and followed up.

In general there is nothing saying scrum should not be possible in APL
as well.
In smaller projects you may not need more than one person.
When the projects need input from several people over a long time you
need a way of controlling the work.
In those cases scrum tells you how to work together.

In APL where the productivity can vary enormously between individuals
scrum may even be more neccesary than with other tools.

Many tasks that would benefit from a group of APL:ers have failed
because of lack of control.

Out of control APL project is probably more difficult to handle than
anything else.
