Actually it's the other way about. Excel fails to recognise that 1900 
was not a leap year: enter 28 Feb 1900 in cell a1, and =a1+1 in cell a2, 
and a2 shows 29 Feb 1900. (I just tested it in Excel 2003).

I assume that Excel still gets 1900 wrong, because there are so many 
legacy spreadsheets still in use that expect it to be wrong. 2100 is 
right.
