The simple answer is Yes. Here's why:

1. You will find some version of the Jet 4.0 Provider on any PC post
Windows 95 - assuming that patches have been applied.
2. Using this provider, you can create MDB files (Access database
files (without Access) ... as well as Excel workbooks (without
Excel)).
3. You can use ADO and SQL to manage the MDB files.

Unfortunately, you will find that worked examples (forget about
books!) in this area is rather sparse: so you either know or you
don't.
