Nowhere have I been able to find what it was written in, what company
wrote it, who designed it, why did it brake, why now after so many
baggage systems have been made, why can they not fix it, is it really
a software problem, are the computers failing, was the design
flawed?????

Was/is this system written in Apl?
Is the computer language to blame for this failure?

I can answer only one of all those questions: 
it's most certainly not the computer language - maybe it's "a bug"
