Why not. Levine (moderator of comp.compilers) is one of the major 
advocates for anti-spam measures.

The archives are useful percisely because of moderation. All the crap and 
fluff that gets into other groups doesn't appear in comp.compilers.

Strawman.

Perhaps the volume of postings sent to comp.compilers has increased so 
that it takes days to excise the crap.

There are moderbots around that are being used very successfully on other
newsgroups. One of those might solve your issue over latency.

I don't believe I have to justify myself to you. But let's see.  
Unmoderated groups have unfocused discussions that veer way off topic.  
Unmoderated groups have off topic discussions from the start. Unmoderated
groups are open to spam. Unmoderated groups become unworkable.

Not all; for the reasons above unmoderated groups have been found wanting
and moderated versions created to replace them. Unmoderated groups have a
much higher noise to signal ratio than do moderated ones.
