Help/Index in Base System 4.0?

I installed the free base system (lccwin32.exe, manual.exe, and
win32hlp.exe -- this last thanks to Constipated!) and it appears to run
OK,
including the Contents tab under the Help/Index menu item, BUT...

The Index tab under Help/Index shows only three entries ("compiler
configuration", "md5", and "searching text"), no matter what I type in the
keyword box.  (I don't think it behaved this way immediately after
installation, but rebooting, or even reinstalling manual.exe, doesn't seem
to "help.")  Help!

Another apparent Help anomaly:  Under Project/Create (leaving "Console
Application" checked, filling in the two required boxes, clicking the
Create
button, and accepting the option to "use the wizard to generate the
application skeleton," I'm presented with a dialog box having a "Help"
button.  Since I don't understand what this wizard is supposed to do, I
click this Help button, only to be told, "Cannot find the
C:\lcc\bin\wedit.hlp file."  Am I doing something wrong, or is this a
feature that requires the fully licensed system?
