lcc-win32 has achieved 95% C99 conformance. There are a few bad spots,
like named structure initialization, and some other minor details
but essentially, all C99 is sup****ted.

o complex numbers
o VLA
o conformant C library.

Those are the essential parts.

Sorry to take so long in answering, but I am in the middle of
improving the initialization code precisely, and hoped to say
to you that all that is now sup****ted.

But it proved more difficult than I thought.
