Capabilities of Symbian and phone.....help!

First off - I'm not a Symbian developer (haven't written any form of
code in some years) and so please forgive my ignorance if this is an
obvious one or FAQ.

I'd like to understand whether the Symbian OS, and underlying
capabilities of a Nokia phone, enable the handset to detect the GSM
signal from another mobile device and thereby take pre-programmed
action ?

The scenario I envisage:
I'd like my N80 to switch to Offline mode when it detects that I have
switched on my carphone and switch back once the carphone is switched
off (I have my number set to forward to my carphone on unavailable)
