And that is the wrong one 

It should be 

C:\Program Files\Common Files\Symbian\Tools 

You are getting the SDK's cpp.exe instead of CodeWarriors.

If you use an installer for Symbian and for CodeWarrior it should set 
things up correctly, it appears that you have the virtual drive set up 
correctly so I'm not sure where the problem is.  But changing the path 
should fix this.
