It is - I only have a german windows, so the path is called:
C:\Programme\Gemeinsame Dateien\Symbian\Tools\
And it's the first entry in my path variable.
And there's a cpp.exe in it.
BTW: Console build with "abld build" works fine.
I also can change the sdk's using devices.exe
