Your path is messed up. cpp.exe should be found in your path in 
\epoc32\gcc\bin\, not in \Symbian\Tools\.  

 There should be an entry for C:\Program Files\Common 
Files\Symbian\Tools; in your path, and it should be at the front or at 
least not have any other path in front of it that contains cpp.exe.
