Java Compiler for 10.3 Panther?

I wanted to find out what Java compilers with modern IDE's are
available for Panther?  I see that Metrowerks has a Java compiler for
CodeWarrior 8, but has stopped sup****ting Java as of CodeWarrior 9. 
(And I understand that Metrowerks doesn't sup****t CodeWarrior 8 on
Panther.)  Borland had a version of JBuilder for Mac OS X which I saw
demoed at WWDC a year or two ago, but is it still available and
working for Panther?  Apple's XCode can compile Cocoa apps in Java,
but can I create cross-platform executables in Java with these Apple
tools?
