Navigator 9 - won't open URLs

Have been through quite a bit lately!  Tried to 
get rid of all the 8.x cluttering up my system.

Result: Could no longer open URLs with double-click in 9.x.

Had to Copy|Paste| into Subject line; then it would open.

Like an idiot, I reinstalled 8.x, thinking back to Square One,
but problem continued.

I shoulda left well enough alone!

Am not technie enough to mess with  Registry & such.

I have now definitely Uninstalled 8.x and am using 9.0b 
which works fine EXCEPT:  

When I clink on a link in my email client (Forte Agent),
Netscape Opens a window, but doesn't load the site!

I still have to Copy|Paste into Subject line.

Can anybody help me diagnose problem and remedy?
