I agree that we should not do piracy here; but AFAIK D1 and D2 were
given free a couple of years ago. I recall seing them on a CD together
with a magazine some ~5 years ago.
I do see the point for Borland to "free" older versions, as it let
people try them, and later want to go on with Delphi or other Borland
products.
There used to be and "older software" section on Borlands homepage
where it even was :-) (found it once I needed an old BDE driver). It
disappeared when the site changed.
