That is the way it was taught to me when I was introduced to BASIC back 
in 1970.

The test to see if i had exceeded the limit, was not performed until the 
NEXT i statement was reached.  At that time, +1 was added unless a 
different STEP was defined, and the test was performed.  I do not recall 
a negative STEP being permitted.

At that time I was using an ASR33 terminal with a 110 Baud 
acoustically-coupled modem, to connect to the General Electric Time 
Sharing System.
